The 'Rust Bucket' American Destroyers From 1920 That Sank Four Japanese Ships In One Night

January 24th, 1942. Makassar Strait, off the oil port of Balikpapan on the east coast of Borneo. It is a little before 3 in the morning. Sixteen Japanese transports lie at anchor in two lines, unloading an invasion force, and behind them the shore burns. Dutch demolition teams have set the refinery alight, and the glow reaches miles out to sea. Coming in from the south at 27 knots are four American destroyers. Every one of them was launched in 1919 or 1920. They have flush decks, four thin funnels, and hulls that flex in a seaway. Their main guns are 4-inch weapons that most navies had already relegated to escort work. Their crews call them four-pipers. Junior officers in the Pacific Fleet call them something less polite, and the Navy had spent the 1930s trying to scrap them. The Japanese covering force, a light cruiser and a full destroyer squadron, outguns them many times over. One hour later, three transports and a patrol boat are on the bottom or sinking, the anchorage is in chaos, and all four American ships are heading south at full speed with a single shell hit between them. It is the first surface action fought by the United States Navy since 1898. How did four ships that Washington had written off as scrap deliver the only clear American surface victory of the first six months of the Pacific War? The answer is not luck. It lies in a torpedo battery that no modern destroyer carried, in a doctrine practiced for a decade on the China Station, and in a commander who understood exactly what his old ships could and could not do.
By the third week of January 1942, the Japanese advance through the Netherlands East Indies was running on a timetable. Tarakan, the oil island off northeast Borneo, had fallen on January 12th. Manado in the Celebes fell the same day. The next objective was Balikpapan, a refinery port that produced aviation fuel and lubricating oil for the Dutch and for anyone who held it. The Japanese plan called for a landing on the night of January 23rd, with the port secured within days. From Balikpapan the route ran south to Java, the center of Dutch power and the last Allied position of any size in the archipelago.
The Allied command in the region was ABDA, a combined American, British, Dutch, and Australian headquarters formed only a few weeks earlier. Its naval forces were thin and scattered. The American contribution was the Asiatic Fleet, commanded by Admiral Thomas C. Hart. Hart had lost his base at Manila in December, his aircraft in the first days of the war, and most of his surface ships were now working out of Surabaya and the Dutch anchorages in the eastern islands. What he had left was one heavy cruiser, Houston, two old light cruisers, thirteen flush-deck destroyers, and a submarine force whose torpedoes were failing at a rate no one yet understood. Hart wanted to hit a Japanese convoy while it was still unloading. Balikpapan was the first place where reconnaissance gave him enough warning to try.
The plan was simple. Rear Admiral William Glassford would take the light cruisers Boise and Marblehead south of the Makassar Strait and approach Balikpapan at night with Destroyer Division 59. The cruisers would provide gun support. The destroyers would go in with torpedoes. On January 21st, in the Sape Strait, Boise struck an uncharted pinnacle of rock and tore open her hull. She turned back for repairs. Within hours, Marblehead reported a turbine failure that limited her to 15 knots, too slow to reach the target and escape before daylight. Glassford had a choice. He could cancel, or he could send the destroyers alone. He sent the destroyers.
Division 59 was four ships. John D. Ford, the flagship, commanded by Lieutenant Commander Jacob Cooper and carrying the division commander, Commander Paul H. Talbot. Pope, under Lieutenant Commander Welford Blinn. Parrott, under Lieutenant Commander Edward Parker. Paul Jones, under Lieutenant Commander John Hourihan. They refueled at Koepang on Timor, then ran north through the Flores Sea and into the Makassar Strait on the afternoon of January 23rd, with more than 300 miles still to cover. Talbot's orders to his captains were transmitted by flag hoist and blinker before dark. Torpedo attack. Hold gunfire until torpedoes were expended. Initial speed 27 knots. Captains were to use their own discretion in attacking targets as they found them, and when the torpedoes were gone, they were to close with the guns.
To understand why almost nobody in the Allied command expected this to work, you have to understand what these ships were.
The Clemson class was the last and largest batch of the flush-deck destroyers, a design frozen in 1917 and built in a rush for a war that ended before most of them commissioned. One hundred fifty-six Clemsons were ordered. Together with the Wickes class that preceded them, the United States Navy took delivery of 273 nearly identical destroyers between 1918 and 1922. It was the largest single run of warships the country had ever built, and for the next twenty years it was a problem. There was no money for replacements, the London Naval Treaty capped destroyer tonnage, and so the flush-deckers stayed. Dozens were laid up in reserve. Dozens more were scrapped or converted. The ones that remained in commission by 1941 were the ones the Navy could not do without, and most of those were in the Asiatic Fleet, where new construction never went.
On paper, the deficiencies were obvious. The Clemson displaced about 1,190 tons standard, roughly half of a modern Fletcher. Its main battery was four 4-inch, 50-caliber guns firing a 33-pound shell, against the five 5-inch, 38-caliber guns of a Fletcher firing 54 pounds each, with power ramming and a director. The flush-deckers had no director. They had a rangefinder, a crude fire control table, and gun captains with binoculars. Anti-aircraft defense was one 3-inch gun and whatever machine guns the crew could bolt to the deck. The hull was narrow, with a low forecastle that took green water over the bow in anything above a moderate sea. They rolled badly. In 1922, the General Board reviewing the fleet had already noted that the type was unsuited to service in the battle line. In 1940, fifty of them went to Britain under the destroyers-for-bases agreement, and the Royal Navy put most of those on convoy escort because it would trust them with nothing harder.
The Japanese covering force at Balikpapan was built to a different standard. Rear Admiral Shoji Nishimura's Fourth Destroyer Squadron consisted of the light cruiser Naka, 5,195 tons, seven 5.5-inch guns, and eight 24-inch torpedo tubes, plus nine fleet destroyers of the Minekaze, Kamikaze, and Mutsuki classes, each armed with 4.7-inch guns and Japanese 24-inch torpedoes. None of Nishimura's ships had radar either, but Japanese night doctrine, tested in fleet exercises for fifteen years, was the best in the world. On tonnage, on gun weight, on numbers, and on modernity, the Fourth Destroyer Squadron should have destroyed Division 59 before it reached the anchorage.
That is what the specifications said. The specifications were missing three things.
The first was the torpedo battery. Every flush-deck destroyer carried twelve 21-inch torpedo tubes in four triple mounts, two on each side of the ship, sponsoned out over the hull. This was the heaviest torpedo armament of any destroyer built in the First World War, and it was heavier than the ten tubes of a Fletcher two decades later. The designers of 1917 had intended the flush-deckers to fight in massed divisions against the German High Seas Fleet, closing at night to launch a wall of torpedoes at a battle line. That mission never came. But the tubes were still there, and so were the torpedoes. Division 59 carried the Mark 8, a design from 1911 improved through the 1920s, with a 466-pound warhead and a range of 16,000 yards at 27 knots. The Mark 8 was old, slow, and steam driven. It also worked. Unlike the Mark 14 that was failing the submarine force at that very moment, the Mark 8 had been in service long enough to have every fault found and fixed. Forty-eight torpedoes across four ships, against anchored transports that could not maneuver, was a combination no cruiser could match.
The second was speed. The Clemsons had been designed for 35 knots, driven by two sets of geared turbines producing 27,000 shaft horsepower. Twenty years of service and Asiatic Fleet maintenance had taken some of that away, but the Asiatic Fleet's engineers kept their ships running with a reputation the rest of the Navy did not match. All four ships of Division 59 could make 27 knots for hours, and Talbot's plan depended on it. At 27 knots, they could cover the last 100 miles of the approach after dark and be clear of the anchorage before dawn. A ship that rolled badly in a seaway did not care about rolling in the flat water of the Makassar Strait in January.
The third was the men. The Asiatic Fleet was the Navy's exile. Ships that went there stayed for years. Officers and enlisted men served long tours, married locally, and spent their time in the Philippines and on the China Station at Tsingtao and Chefoo. The destroyer divisions there trained constantly, and the training they did was night torpedo attack. Through the 1930s, the Asiatic Fleet's destroyers had practiced closing an anchored or slow-moving force in the dark, firing torpedoes from short range, and retiring at speed. There was no radar aboard any of the four ships, and no need for it. The gunnery officers had been trained to fire by eye at a lit target, and at Balikpapan the Japanese had anchored their transports in front of a burning refinery.
Division 59 came up the strait in column, Ford leading, Pope, Parrott, and Paul Jones astern. They passed a group of Japanese destroyers in the dark and were not challenged. Nishimura's squadron was not where it should have been. Earlier that evening, the Dutch submarine K-XVIII had torpedoed the transport Tsuruga Maru, and Dutch bombers had set the transport Nana Maru on fire. Nishimura had assumed further submarine attack was the greatest threat and had taken Naka and most of his destroyers out into the strait to hunt for it, leaving the transports at anchor with a handful of patrol boats. The Japanese lookouts who saw four destroyers pass at 27 knots assumed they were friendly. No Japanese warship in the area expected an American surface force within 500 miles.
At 2:45 in the morning, Ford sighted the transport line silhouetted against the fires ashore. Talbot ordered the attack. The four destroyers came up on the eastern side of the anchorage, turned, and ran down the line of anchored ships at close range. Parrott fired first, a spread of three torpedoes at a transport, then two more. Ford and Paul Jones fired. Pope fired. In the first pass, ten torpedoes went into the water. None hit. The action reports would later conclude that most were set to run too deep, or that the range was so short the torpedoes had not armed before reaching the targets. Talbot did not know that yet. He turned the division and came back through the anchorage on a reverse course.
On the second pass, at 3:06, Parrott put a torpedo into the patrol boat P-37, a converted destroyer, which blew up and sank in minutes. Pope and Parrott then fired at the transport Sumanoura Maru, 3,519 tons, which had been carrying ammunition. She exploded. The blast lit the whole anchorage and left no doubt in any Japanese mind that something had gone badly wrong. Paul Jones torpedoed Tatsukami Maru, 7,064 tons. Ford, now with her torpedoes almost gone, shifted to the transport Kuretake Maru, 5,175 tons, and hit her with one of her last fish. Kuretake Maru sank. By 3:20 the division had expended nearly every torpedo it carried.
Then Talbot did what his orders said. He closed with the guns. Ford ran along the transport line at a range of a few hundred yards, her four 4-inch guns firing as fast as the crews could load, and put shells into the transport Asahi Maru and a second ship. Return fire from the transports' deck guns and from the patrol boats was scattered, and it was aimed at a dark ship moving at 27 knots. One shell hit Ford aft, near the after deckhouse, and wounded four men. It was the only damage the division took. At 3:35, with the anchorage burning and the first Japanese destroyers turning back toward the harbor, Talbot ordered the division to retire south at full speed. Nishimura's squadron did not catch them. It never found them. By dawn Division 59 was 70 miles down the strait, and by January 25th it was back at Surabaya.
The results were counted from both sides in the days after. Division 59 sank the transports Sumanoura Maru, Tatsukami Maru, and Kuretake Maru, and the patrol boat P-37, four ships totaling about 23,000 tons. The Dutch submarine and Dutch aircraft accounted for a fifth transport, Tsuruga Maru, and the burning Nana Maru, which was later a loss as well. American casualties were four wounded. Not a single American ship was lost or seriously damaged. Of the forty-eight torpedoes carried into the attack, the division scored at most five hits, a rate of about one in ten, and the action reports were honest about it. Torpedoes fired at high speed, at short range, at anchored targets in the dark, had run under them or failed to arm. What worked was the gun attack that followed and the sheer number of torpedoes the old ships could put in the water on a second and third pass.
The strategic outcome was less than the tactical one. The Japanese landing at Balikpapan went ahead. The troops were mostly ashore before the attack began, and the port fell within days. The convoy lost four ships out of sixteen, and the loss delayed the next stage of the advance by a matter of hours rather than weeks. Balikpapan did not save Java. Nothing at that point could have.
What it did was prove something that mattered inside the Navy. In the first seven weeks of the war, the American fleet had been struck at Pearl Harbor, driven out of the Philippines, and reduced to a defensive scramble across an ocean. Balikpapan was the first time an American surface force had closed with the enemy and won. Talbot received the Navy Cross. So did Cooper, Blinn, Parker, and Hourihan. The action was studied at the Naval War College within the year, and the lessons were specific. Torpedo depth settings against shallow-draft merchant ships. The value of a reverse course through a target area. The fact that the flush-deckers' twelve tubes had given a four-ship division the torpedo weight of a modern eight-ship squadron.
The rest of Division 59's war was short. Pope was sunk on March 1st, 1942, after the Battle of the Java Sea, fighting alone against Japanese cruisers and aircraft while covering the escape of HMS Exeter. Parrott survived, went home, and ran convoy escort in the Atlantic until a collision in 1944 ended her career. Paul Jones survived the entire war and was scrapped in 1947. John D. Ford served through the war on escort duty and was sold for scrap in 1947. None of them ever fought another surface action.
The flush-deckers as a class were never the ships the Navy wanted. They were the ships it had. In the decade before the war, every review had rated them obsolete, and every review was right about the specifications. The guns were light. The hulls were tired. The fire control was primitive. What the reviews did not measure was the thing Division 59 brought to Balikpapan. A torpedo battery designed for a battle that never happened, still aboard twenty years later. Engineers who kept 1919 turbines running at 27 knots. Crews trained in the one tactic the ships were still good for. And a commander who wrote a two-sentence attack order and trusted his captains to execute it in the dark.
Balikpapan is the case for judging a weapon by what it can still do, not by the year on its keel plate. The Japanese squadron that should have annihilated Division 59 had every material advantage and was in the wrong place. The American division that should have been scrapped a decade earlier had the right weapon, the right training, and the right plan, and it was in the right place at 2:45 in the morning. History remembers the specifications. The action report remembers who was there.
