The 'Museum Piece' American Battleship That Flooded Her Own Hull To Shoot Past Her Maximum Range

June fifteenth, nineteen forty-four. Off the Normandy coast, west of Omaha Beach. An American battleship receives a fire mission she physically cannot execute.
The target is a German position inland. The Army needs it destroyed. And the ship assigned to destroy it cannot elevate her guns high enough to reach it. Not because the guns are damaged. Not because the range tables are wrong. Because the turrets were designed in nineteen eleven, when naval architects expected battleships to fight each other at ten thousand yards, and those turrets stop at fifteen degrees. Maximum range, roughly twenty-three thousand yards. Thirteen miles. The target is further than that.
So the commanding officer of USS Texas orders seawater pumped into the starboard torpedo blister.
The ship settles. She rolls two degrees to starboard. Her guns, trained to port, come up two degrees with her. The rangekeeper is corrected. She fires twenty-four rounds of fourteen inch and completes the mission.
That is the kind of ship Texas was in nineteen forty-four. Thirty years old, and the last American battleship still running on reciprocating steam engines. Outranged by the German coastal batteries she had been sent to kill, and passed over three separate times for the one modification that would have fixed her single worst limitation.
In twenty days off France she fired roughly nine hundred rounds of fourteen inch. She stood in at three thousand yards and fired flat into a beach exit. She fought a three-hour gunnery duel with a battery that outranged her by four thousand yards, took a two hundred forty millimeter shell through her navigation bridge, lost her helmsman, and kept firing. Before it was over she had knocked out one of the four German guns, and she stayed on station until she was ordered to leave.
And she is still afloat today. She is the only one left anywhere in the world.
The United States Navy refused three times to buy that ship more range. This is what it bought instead, and why the choice was right.
By the spring of nineteen forty-four, the Allied invasion planners had a problem that no amount of air power had solved.
Hitler's Atlantic Wall was not a line of trenches. Organization Todt had poured roughly fifteen thousand reinforced concrete structures along the coast of occupied Europe. Standard casemate walls and roofs ran two meters of steel-reinforced concrete. The heavier positions ran more. Inside them the Germans had installed captured French, Czech and Soviet artillery alongside their own naval guns, sited to cover every approach a landing craft could take.
Bombing had been tried. Pointe du Hoc, a hundred-foot cliff standing between the Omaha and Utah landing areas, had been bombed repeatedly through April and May of nineteen forty-four. Aerial photographs showed a landscape of craters. The casemates were still there.
And on the morning of the assault, the men coming ashore would have no artillery of their own. Field guns cannot be landed and emplaced in the first hours of an amphibious assault. For that first day, every heavy shell fired in support of the American infantry would be fired from the sea.
The Navy had a second problem: the battleships built to do this work were not available.
The fast battleships, the two Iowas then in service, the four South Dakotas, the two North Carolinas, were in the Pacific, tied to the fast carrier task forces as anti-aircraft escorts and shore bombardment ships. None of them was coming to Normandy. What the United States Navy could send to Operation Neptune was the old battle line. USS Arkansas, commissioned in nineteen twelve and carrying a dozen twelve inch guns. USS Nevada, sunk at her moorings at Pearl Harbor and raised. And USS Texas.
That allocation was not a shortage. It was a judgment. Shore bombardment does not need thirty-three knots and it does not need to keep station with a carrier group. It needs heavy shells, a stable platform, and a hull the Navy can afford to anchor inside the range of German coastal artillery for three weeks running. The old battle line was the right tool for the job, and the Navy sent it deliberately.
Texas drew the flagship billet. She flew the flag of Rear Admiral Carleton F Bryant, commanding the bombardment group supporting Omaha Beach. Her assigned target for the opening of the invasion was Pointe du Hoc, where German intelligence placed six guns of one hundred fifty-five millimeter on the cliff top, long-range weapons capable of ranging both American beaches at once, and the single most dangerous artillery position in the American assault sector.
To understand what the Navy was actually asking of her, you have to understand what she was.
Texas was laid down at Newport News on April seventeenth, nineteen eleven, launched on May eighteenth, nineteen twelve, and commissioned on March twelfth, nineteen fourteen. The contract price was five million eight hundred thirty thousand dollars, not counting armor and armament. Five hundred seventy-three feet long. Twenty-seven thousand tons standard displacement. Twelve inches of belt armor. Two vertical triple-expansion reciprocating engines, not turbines, driving two shafts for twenty-one knots when new, and rather less than that by nineteen forty-four. She was the last American battleship in service with reciprocating machinery.
Her main battery was ten guns of fourteen inch, forty-five caliber, Mark one, in five twin turrets, two forward, one amidships, two aft. She and her sister New York were the first American battleships to carry fourteen inch guns. Each turret weighed five hundred thirty-two tons, carried fourteen inches of armor on the face, and required seventy men to work it. Each gun could put a fourteen hundred pound projectile downrange at twenty-six hundred feet per second, one round every forty-five seconds.
Everything about that battery was adequate for nineteen forty-four except one number.
Fifteen degrees. That was the elevation limit of the mountings, and it had been the elevation limit since the day she commissioned. It gave her a maximum range of roughly twenty-three thousand yards, about thirteen miles.
Now measure that against the job.
Six miles east of Cherbourg, on high ground near Fermanville, the Kriegsmarine had built a position the Germans called Battery Hamburg. Four naval guns of two hundred forty millimeter in reinforced concrete casemates, manned by the third battalion of the two hundred sixtieth Naval Artillery Regiment. Maximum range, roughly twenty-five kilometers, about twenty-seven thousand yards.
The German battery outranged the American battleship by four thousand yards.
That is the arithmetic Texas was carrying into the invasion. To engage the heaviest coastal guns on the Cotentin Peninsula, she would have to steam inside their envelope, take fire she could not answer while she closed the distance, and then out-shoot them from a position where they could hit her the entire time.
So why was she still stuck at fifteen degrees in nineteen forty-four? The answer is not engineering. Nobody ever doubted the turrets could be modified.
Texas went into Norfolk Navy Yard on July thirty-first, nineteen twenty-five for the most thorough rebuild of her career, and came out on November twenty-third, nineteen twenty-six as a substantially different ship. Her cage masts came out and tripods went in. Fourteen coal-fired boilers came out and six oil-fired Bureau Express boilers went in. Deck armor was thickened. Her torpedo tubes were removed and her fire control was rebuilt. And along both sides of her hull, below the waterline, the yard welded on a pair of anti-torpedo blisters. Remember those.
The plan for that refit also included raising the main battery elevation from fifteen degrees to thirty. At thirty degrees, those same guns would have reached close to thirty-two thousand yards, nearly twenty miles. It was the single most valuable improvement available to the ship, and it was cut.
It was cut for a diplomatic reason. The naval treaty regime of the nineteen twenties tightly constrained what signatories could do to existing capital ships, and the British objected to the American elevation increase. They had already elevated their own guns. They had no interest in triggering a fresh round of modernization across every navy. The modification was dropped.
In January nineteen forty, with a war already running in Europe, the Navy drew the plans again. Raise the New York class to thirty degrees. The drawings were made. The work was never done.
It came up a third time in nineteen forty-two and nineteen forty-three. This time the objection was industrial. Rebuilding those mountings meant months of yard time, and every week of yard capacity in nineteen forty-two was owed to new construction, to the Essex class, to the Iowas, to landing ships. Two thirty-year-old battleships were not worth the berth.
Three decisions, with the same logic underneath all three. Each time the Navy declined to buy range. Each time it spent the money on the system around the gun instead.
Look at what that money bought.
She had been a laboratory her entire career. She was the first American battleship to mount anti-aircraft guns, in nineteen sixteen. The first to control her main battery with director fire control. The first American warship to launch an aircraft from her own deck, a Sopwith Camel flown off a platform on number two turret in nineteen nineteen. The first American battleship to carry radar.
By Normandy she carried S G surface-search radar and two Mark three fire control radars, feeding a plotting room where an analog rangekeeper solved the gunnery problem continuously: own ship's course and speed, target bearing and range, wind, air density, propellant temperature, barrel wear. The crew matched pointers. The machine did the mathematics.
And she had eyes she had never had before.
Battleship floatplanes could not survive over Normandy. A Kingfisher or a Seagull loitering over German fighter cover and German flak was a dead aircraft. So in the last week of May nineteen forty-four, seventeen United States naval aviators, the scout pilots off the American battleships and cruisers, flew their floatplanes to Royal Naval Air Station Lee-on-Solent, handed them over, and were given Supermarine Spitfire Mark five Bs instead. They trained on spotting, evasion and formation flying with an Army tactical reconnaissance group. On May twenty-eighth they were declared operational as Cruiser Scouting Squadron Seven. They flew their first missions on June sixth.
American battleship gunnery observers, flying British fighters, correcting the fall of shot for guns designed before the First World War. That was the system. Radar and a rangekeeper below decks, a Spitfire overhead, shore fire control parties with the assault battalions calling targets by radio, and a naval rifle that could not elevate past fifteen degrees.
Every part of that had been bought instead of the elevation.
The proof started at three in the morning on June sixth, nineteen forty-four, when Texas and the British cruiser HMS Glasgow entered the western fire support lane off Omaha Beach. At oh four forty-one she was in position, twelve thousand yards from the shoreline.
At oh five fifty she opened fire on Pointe du Hoc.
For the next thirty-four minutes, all ten of her fourteen inch guns worked the cliff top. She ceased fire at oh six twenty-four. In that time she had put two hundred fifty-five shells onto the position, a sustained rate of seven and a half heavy shells a minute. Each fourteen hundred pound projectile left a crater roughly fifty feet across and twenty-five feet deep. The bombardment tore away part of the cliff face itself, dropping rubble onto the narrow beach below.
At oh seven ten the second Ranger Battalion, under Lieutenant Colonel James Earl Rudder, climbed that cliff. They reached the top and found the casemates empty. The Germans, under months of bombardment, had already pulled the one hundred fifty-five millimeter guns back and hidden them inland. Rudder's men went and found them anyway, in an orchard about a mile from the sea, and destroyed them there.
The naval bombardment had not killed the guns. It had done something more useful. It had convinced the German battery commander to move them off the cliff, which took them off the fire plan for both American beaches on the one morning it mattered.
Texas was not finished with June sixth. Omaha Beach was failing. The assault waves were pinned on the shingle and the exits off the beach were still in German hands. At twelve twenty-three she closed to three thousand yards of the water's edge. A battleship, in shoal water, inside small-arms range of the shore, firing fourteen inch shells at almost zero degrees of elevation into the Vierville draw to clear exit D one.
That is direct fire. Flat trajectory, over open sights, from a thirty-year-old dreadnought, at a road.
She fired four hundred forty-five rounds of fourteen inch on D-Day. On June seventh she fired one hundred nineteen, and took aboard thirty-four wounded Rangers and twenty-nine German prisoners evacuated from Pointe du Hoc. June eighth brought another one hundred six rounds, and then she ran her magazines down and crossed to Plymouth to re-ammunition.
By the time she returned on June fifteenth, the American front had moved inland past her reach.
And that is where the blisters came back.
Those anti-torpedo blisters had been welded onto her hull in nineteen twenty-six to absorb a torpedo hit. They were ballast spaces, plumbed and valved, and every damage control party aboard had been trained to flood them and pump them out to correct a list. On June fifteenth the crew ran that drill backwards. They flooded the starboard blister deliberately, put a two degree list on a twenty-seven thousand ton battleship, and lifted the port guns two degrees higher than the mountings would go. The rangekeeper below decks absorbed the correction. The spotter overhead confirmed the fall of shot. She fired her last twenty-four rounds in support of the beachhead.
Nobody had designed the ship to do that. But every single component of it had been bought and paid for years in advance.
Ten days later, off Cherbourg, she was asked to do the thing the arithmetic said she should not survive.
Cherbourg was the only deep-water port within reach of the beachhead, and the Allied supply plan depended on it. On June twenty-fifth, Task Force one twenty-nine under Rear Admiral Morton Deyo came in to support the American assault on the fortress. Bombardment Group Two took the eastern batteries. That was Texas, Arkansas, and the destroyers Barton, O'Brien and Laffey, under Admiral Bryant.
At oh nine fifty-five the group entered its fire support area. At twelve oh eight Arkansas fired the first ranging shots. Nothing answered. Battery Hamburg's gunners held their fire and let the American ships come further inside their envelope.
At twelve twenty-nine all four of the German two hundred forty millimeter guns opened at once. Barton was hit. Laffey was hit. Texas was straddled. At twelve thirty-four a shell struck her port side below the waterline. At twelve thirty-nine Texas opened fire.
At thirteen sixteen, a two hundred forty millimeter shell hit the top of her fire control tower and wrecked the navigation bridge. Quartermaster Third Class Christen Christensen, at the wheel, was killed. Around a dozen men on the bridge were wounded. Captain Charles Adams Baker, standing in the middle of it, was untouched. He cleared the bridge, shifted control below, and kept the ship in the fight.
At thirteen thirty-five, nineteen minutes after taking a shell through her own bridge, Texas put a fourteen inch round into one of the four German casemates and knocked the gun out.
At fourteen forty-seven a damage control party found a two hundred forty millimeter shell, fuse still in it, lying in a bunk in Stateroom twenty, in the quarters of the ship's clerk, Warrant Officer M A Clark. It had skipped off the sea, tumbled, punched through the hull sideways and stopped. It had been rolling around inside a firing battleship for two hours without going off. A bomb disposal team came aboard, pulled the fuse, and emptied it. The crew kept it.
At fifteen oh one the group was ordered to retire. Texas had fired two hundred six rounds of fourteen inch in under three hours. Her action report logged roughly sixty-five near misses.
Battery Hamburg was not destroyed that afternoon. It did not have to be. It spent three hours shooting at battleships instead of at the American infantry closing on Cherbourg from the landward side. The city's German commander surrendered the next day. The battery's crews abandoned their casemates on the evening of June twenty-eighth.
Now the numbers, because they explain why the Army wanted her there.
Off Normandy and at Cherbourg, Texas fired roughly nine hundred rounds of fourteen inch. At fourteen hundred pounds apiece, that is on the order of six hundred thirty tons of projectile delivered from a single ship in three weeks.
Set one of those shells against what the armies had. An American one hundred fifty-five millimeter Long Tom, the heaviest mobile gun in common Allied service, fired a ninety-five pound shell. A German one hundred five millimeter field howitzer fired about thirty-two pounds. A single Texas broadside, ten guns and fourteen thousand pounds, carried the explosive weight of roughly a hundred and forty Long Tom rounds, arriving simultaneously, on one grid reference.
And no German divisional artillery in Normandy could shoot back at her. That was the whole point. She was a battery of heavy guns that could not be counter-batteried, could reposition anywhere along the invasion coast overnight, and could not be dug out of the ground.
It cost her. A fourteen inch Mark one barrel had a service life of about one hundred fifty full charges, before it needed relining. Nine hundred rounds across ten barrels is an average of ninety rounds per gun. She burned roughly sixty percent of her main battery's remaining life in twenty days of shooting at France.
Texas went to the Pacific. She arrived off Iwo Jima on February sixteenth, nineteen forty-five, three days before the landings, fired three days of preparatory bombardment, then stayed on call through February twenty-first. She opened the pre-landing bombardment at Okinawa on March twenty-sixth and remained in the fire support area into May, at general quarters for more than fifty consecutive days under kamikaze attack. Off Okinawa alone she fired two thousand and nineteen rounds of fourteen inch, more than twice what she had spent in the entire Normandy campaign.
She was decommissioned on April twenty-first, nineteen forty-eight and handed over to the State of Texas, the first battleship in the United States preserved as a permanent memorial. In nineteen seventy-six she was designated a National Historic Landmark. Today she sits at Galveston, where roughly seven hundred tons of new hull plating have gone into a restoration costing about seventy-five million dollars.
She is the last dreadnought left on earth. Every other battleship of her generation, in every navy, was scrapped or sunk. She is also the only surviving warship that fought in both world wars.

Three times the United States Navy decided that fifteen degrees was a limitation it could afford to carry. In nineteen twenty-five it was a treaty problem. In nineteen forty the drawings went into a file. In nineteen forty-three the yard time went to newer ships. Every one of those decisions traded away range, and every one of them spent the savings somewhere else.
It bought director fire control in nineteen sixteen. It bought oil boilers, thicker decks and a pair of anti-torpedo blisters in nineteen twenty-six. It bought the first radar set ever fitted to an American battleship. It bought a rangekeeper that could hold a firing solution through a deliberate two degree list, seventeen naval aviators retrained onto Spitfires in three weeks, and shore fire control parties who could put a fourteen hundred pound shell onto a grid reference called in by a man lying in a hedgerow.
The Atlantic Wall was the opposite bet. Germany poured fifteen thousand concrete structures along that coast, and gave Battery Hamburg guns that outranged every American battleship sent against it. On the morning of June twenty-fifth those guns held four thousand yards of advantage. By that afternoon one of them was wrecked, the position was shooting at ships instead of at the infantry taking the city, and Cherbourg surrendered the following day. Range was the only thing the concrete had bought.
That is the lesson of Texas at Normandy, and it has very little to do with age. Her guns were obsolete by every specification that mattered in nineteen forty-four. Her elevation was thirty-two years out of date. She was outranged by the fortress she was ordered to fight, and she went in anyway, took a shell through her bridge, and knocked the gun out nineteen minutes later.
An institution that understands its own tradeoffs does not need the best weapon. It needs to know which limitation it can afford to live with, and it needs to spend everything it saves on the parts that will decide the outcome. The United States Navy made that judgment three separate times about a turret designed in nineteen eleven. Off Normandy, with a Spitfire overhead and seawater in the starboard blister, the judgment held.
They had been calling her a museum piece since the nineteen twenties. She is one now, the last of a type that once decided who ruled the sea, tied up in Galveston with a defused German shell in a stateroom. She earned that berth off a cliff in Normandy, on a morning when the United States Army needed something that could break concrete and had nothing newer to send.
